LA County sets the payment schedule for its $4 billion settlement

On May 13, 2025, the Los Angeles County Board of Supervisors adopted a plan to pay the $4 billion settlement over five fiscal years beginning in 2025-26, and authorized bonds to fund it. In September 2026 the County said it could fund the second year’s $1.2 billion without issuing those bonds.

What changed

County Counsel’s letter, adopted May 13, 2025, provides for payments “over five fiscal years beginning in FY 2025-26, contingent on successful completion of a validation action,” and authorizes judgment obligation bonds of up to $4.015 billion.

On September 29, 2026, the Board adopted a supplemental budget that, in the County’s words, enables it “to fully fund its second annual $1.2 billion liability payment under AB 218 without issuing costly judgment obligation bonds.” The same budget carries over $403.6 million for “the remaining Year 1 payments,” so part of the first year’s money had not been paid when that fiscal year closed.

The separate October 2025 settlement, up to $828 million, is paid over three fiscal years.

What it means
